Dataset: PLG0701: Labourmarket Monitoring II: Household Survey

Abstract

The aim of LAMO (Labourmarket Monitoring) is the development, application and validation of a monitoring tool for the regular survey of the changes on the labour market in the course of the EU enlargement. Another goal is to complement the objective labour market data with information on the subjective willingness of people in the border regions to commute between home and work or to emigrate. Thereby, developments can assessed and this enables politics to react accordingly in time. The need for labour force in the regions is evaluated so that the whole labour market situation can be considered. The LAMO tools are expert interviews, household and enterprise interviews.  

The household interview questions are on the following topics:
socio-demographic questions, qualification and knowledge, occupational situation, salary expectations, flexibility concerning job and living, experiences with working abroad, experiences with commuting between home and work within the own country, willingness and reasons for working abroad or to emigrate, etc.

Sampling Procedure

The selection of households resulted from a three-stage procedure:

1) By means of a clusteranalysis, communities/towns with quite similar structure and develpoment were filtered out of the sample. The criteria were "size of town" (number of inhabitans), "the development of the population" and "the population structure" (age). Additionally, the development of employment and the level of unemployment were used as indicators for the economical basis.  

2) The communities were classified regarding their infrastructural connexion (transport), as well as to their function for the region (centre for commuters...) and their distance and accessibility (individual transport, public transport).
 
3) The sample size was defined for the different regions. Vienna, with a sample size of 2000 interviewees, was considered as a benchmark. The samples in the other remaining regions were determined according to their population proportion in relation to Vienna.

The Sampling procedure is based on a spatial-structural background analysis of the communities, cities and enterprises within the LAMO-region by the Austrian Institute for Regional Studies and Spatial Planning (ÖIR).

Notes

The finalized questionnaire was translated into the languages of the different countries (Czech, Slovakian, Hungarian) and tested for its empirical capability. Then, the results of the testing period were retranslated into German (as an instrument of control of the translation) and finally the question program was released for empirical work.
